Baby Pokemon cannot breed until they evolve. Check the incense reference for older games and the separate Scarlet and Violet rules before planning an Egg or evolution.
Baby Pokemon: evolution and breeding reference
Baby Pokemon cannot breed themselves. Evolve them first, then use a compatible parent or Ditto in a game that supports breeding. Being small or unevolved does not make a Pokemon a baby: Pikachu and Eevee are not members of this category.

Which games need incense?
In breeding-enabled Generation III-VIII games, the listed incense must be held by a parent to obtain that baby species, where available. Scarlet and Violet removed the incense requirement: compatible parents produce the baby species without it. Their picnic breeding system does not make unavailable Pokemon obtainable, and Legends: Arceus has no breeding system.
